Creating qualitative measures for the HR department can be a challenging undertaking for a function that has traditionally
been justified more qualitatively. For HR to demonstrate value it is critical for it to identify and measure the key indicators of
its performance.

HR departments can use the scorecard to monitor and manage the results of their day-to-day activities to determine how
much value the HR function is delivering to the organization and to identify opportunities for improvement. However, the key
success factor in successfully adapting the scorecard to the HR function is an effective implementation strategy.
